WIA (Workforce Investment Act): Federal funds for remediation, literacy and job training programs in schools and community agencies. Programs serve adults and dropouts needing academic work to prepare for specific jobs.
Work Investment System Philosophy

- Will take five years to completely implement
Workforce Investment Boards
- To be determined by state
- 13 early implement states (July 1, 1999)
- Local power is key
- Feds love "high tech, low touch"
- New philosophy "train, place and work with 'em"
- Will assess client "needs" not eligibility
- Youth program governance is different than regular WIB program
- Money to be spent on Summer Youth will be decided by local board
